What matters to young people in Europe? How do they see democracy, and how would they like their voices to be heard?

The latest Eurobarometer on Youth and Democracy explores the views, concerns and expectations of young Europeans in 2026. The findings offer insights into how young people see democracy and their role in shaping Europe's future.

What are the main takeaways?

  • Youth policies: Young people most often want youth policies to address real issues they face (40%). They also emphasise having a stronger say in decisions and greater financial support for youth programmes (32% each).
  • Intergenerational fairness: Around one third consider that policymakers take long-term consequences into account. Similarly, 33% think young people have the same chances as 30 years ago or will have the same chances in 30 years' time.
  • Civic engagement and societal change: Over half young Europeans have already participated in societal change actions (e.g. signing a petition, joining a rally, contacting a politician). Voting and social media are seen as the top levers to make young people's voice heard.
  • Impact of EU actions and priorities for the future: Three in four young Europeans feel the EU has an impact on their daily lives. Young Europeans expect the EU to preserve peace, fight poverty and create jobs.
  • Digital education: Young Europeans overall feel very confident in their ability to use AI safely but less confident when it comes to using it to deliver intended results.

Young people's perspectives matter. As the European Commission works to strengthen youth participation in policymaking and prepares for the next EU Youth Strategy beyond 2027, these findings can help inform efforts to ensure young people's voices are heard.
